Context is needed, but it may refer to a person who is inspecting the activities and/or people about which he/she is responsible for.
In the military, it can be someone with superior authority passing by troops that are standing to honour them.

Not sure, but it may be "Pass in Review!", which is the military command given to troops in formation, at the conclusion of a parade ceremony.
