Hola amigos,

I am preparing a summary of a text and as always have tried to express a range of tenses. The focus I think will be mainly on the subjunctive, and I have tried my best attempt to get its use right, but please if I have made any errors can you point them out.

"El texto informa acerca el plan de viviendas para estudiantes desarrollado por el Ministerio de la Vivienda. Los minipisos serán más baratos a los colegios mayores o al alquiler de vivienda libre – así es una buena noticia para los padres de futuros universitarios que tengan que pagar por nuevas viviendas lejos de casa. Esta oportunidad les daría la libertad y responsabilidad de una vida independiente, ya sea que vivan cerca o lejos de sus padres. La escritora ha escribido que antes, los estudiantes universitarios solía ser dependientes de sus padres, por eso es otra buena razón porque son los que tendrán que pagar las facturas. Los académicos dicen que aún cuando reciban menos dinero, tal vez las viviendas les motiven a hincar los codos. Ella espera que empiecen construir minipisos para los jóvenes que no han llegado a la universidad, los que están trabajando en ciclos formativos o trabajos mal pagados y temporales.

La ministra de Vivienda anunció que el plan que se desarrollará en todos los universidades Españolas empezará en 2009. Los minipisos han sido construidos entre 30 y 45 metros cuadrados útiles con uno o dos dormitorios respectivamente. La renta depende del tipo de vivienda y donde se encuentre, y es pagado mensualidades mientras que se mantenga una conexión con la universidad. Serán las universidades las que habrán de adjudicar las viviendas a los estudiantes. No estoy seguro si hayan terminado el plan todavía – planeaba construir muchos pisos."

For the first line of the second paragraph, where I am summarising a past event talking about a future event, of which is now in the past; do I still use the future tense?

There are a couple of dozen problems with that text, but about tenses in general most of the mistakes are when you use future subjunctive which is no longer in use for these kind of texts.

Los académicos dicen que aún cuando reciban menos dinero, tal vez las viviendas les motiven a hincar los codos

Serán las universidades las que habrán de adjudicar las viviendas.

Los minipisos han sido construidos entre 30 y 45 metros cuadrados útiles.

There are many mistakes in spelling, wording, vocabulary, prepositions (or lack thereof) you may take a look before submitting the text.
