Mirar

He mirado esa revista. (I have looked at that magazine.)

Is in incorrect to use:
He mirado a esa revista.

Is there any part of Spain where this might be used?

I'd say it's incorrect, because "mirar a" is rather used either for a person ("miré a Juan") or a direction ("miré al occidente"). But colloquially, you'll find this sort of "personal a" used for objects quite often:

- Miré a este asunto de una manera imparcial.
- Miramos a esta empresa con mucho futuro.
- Siempre he mirado a esta casa con mucho afecto.
