I'm glad you asked this - as far as I can see, it could mean either. Is there a difference in meaning?

Yes. In the first case, someone else could have a reason to do it. In the second case it's inherently pointless.

But I agree that it could mean either and you have to distinguish based on context.

OLÉ señor bob, me asombra que tengo razón ahí. ¿Es la palabra "por qué" usado ahí como un nombre?

El por qué - the why / the reason

Pienso haber oído Rusty lo djio, pero no entendía que es un nombre

El porqué (todo junto) es un sustantivo. Admite plural: los porqués.

Explícame el porqué de tu decisión (= el motivo).
No sabía los porqués de su filosofía.

Hay por que, porque, por qué y porqué.

"por qué" is used for "él/ella" (tacit subject)
[Él] no tiene por qué hacerlo.
And yes, isolated it can mean both.
