It's just a no-brainer that low-income families need cars. Yet there are almost no state or federal programs to meet the need.

Es bastante obvio que las familias de pocos recursos económicos necesitan el automóbil. Sin embargo casi no existen programas estatales ni federales para proveer a esta exigencia.

How about 'para atender/satisfacer/cubrir la necesidad/exigencia'?
