can someone help translate this story.

It begins with así está does this mean here is?

I am also having trouble understanding from about 15seconds to 20seconds - the section starts with pero la población and ends with contraste

It wasn't población, it was propagación .... que ha dejado un marcado contraste.

Let me know if you do not understand that.

I notice at around 1:07 they use the word jornadas this is a new word for me, does it just mean 5 days?

Jornada = day

However, they could be for example a work day, which in USA is 8 hours. It could be school day which usually is only 6 hours etc...

@TJtacos: "jornadas" is a word to refer a day in all its activities. It usually means a working day. So these five "jornadas" means these five days".

El virus no sólo está afectando la vida diaria de los mexicanos, sino también todas las actividades productivas del país.
A partir de este viernes, todas las actividades del gobierno y del sector privado que no sean estrictamente esenciales serán suspendidas hasta el próximo 5 de mayo; la razón: tratar de combatir este brote mortal de influenza.

My translation proposal:

This is how Mexico City looks like during the first days of the mortal influenza outbreak.
This is one of the most crowded towns in the planet, but the spread of this virus among hundreds of Mexicans has left a sharp contrast.
Many streets and avenues in the capital have been left deserted, after the authorities have called for the population to stay at home, to avoid a greater virus contagion.
Activities will be suspended for five days.
For many inhabitants of the city this was a necessary decision.
(Man in the street) "I feel it's a good measure taken by the government... and their responsibility... I think it's a good measure".
But it's hard to bear for some others:
(Child) "I want to go out, I want to go to the movies, play in the park, (visit) my cousins... and finally go to school again.
For many families, these five indoor days, are seen as a way to protect mostly the youngest ones, although the task is not simple at all.
(Mother) "Then, at times I make them read, at times I make them study, a little while they watch cartoons, then for a while I'm, well, playing with them... I have to look for a way... so they won't get bored because, yes, staying here at home for 24 hours and so many days, it's been very hard."
The virus isn't only affecting daily life of Mexicans, but also all productive activities of the country.
From this Friday on, all activities of the government and of the private sector that won't be strictly essential will be suspended until May 5th. The reason: Trying to fight this mortal influenza outbreak.
