I think I've heard "fixer-upper" from USian friends, but I have no idea what a "starter-upper" would be. ¿Algo que se puede arrancar?

Is there some confusion here between

1) An apartment ready to move into

and

2) An ideal apartment as the first step on the property-owning ladder, i.e. an entry-level property.

Definitely, Perikles - In NAm English entry-level property = "starter home",
or a "starter-upper" apartment as Poli said. (perhaps for newlyweds who can't afford much at this point...)

Starter upper is to start up, for people just starting. Students, newlyweds etc.

Fixer upper - a property that needs to be fixed in order to sell it. Good deal for contractors or for someone starting up and wants to fix an old property and bring it to livable and customized, conditions.
