Question about the word "como" used as a comparison

This is the title of a document I'm translating "Understanding reclassification of English learners as fluent English proficient"

My translation:
Entendiendo la reclasificación de los estudiantes de inglés como segundo idioma como estudiantes con dominio total del inglés.

My question, am I using the word "como" correctly in my translation?

More context: Reclassification is the process that is followed to evaluate a student who is going from a beginner level to an overall advanced level in English language proficiency.

Your help would be greatly appreciated. Thank you

The title of the document doesn't make much sense, so it'll be difficult to translate.
