It could be a case of fronting* the subject in "No están ahí todas las aves". I can't see, though, why there's a need to emphasise it.

Maybe. But this is an interview and when one is speaking, one's mind works faster than ones mouth. So, sometimes one can say a not very common construction because his mind is thinking in another things.
