New: Special accented characters menu in the editor

A while back I created some buttons to insert accents and special characters that aren't on English keyboards. They worked ok some of the time and at other times they didn't work as expected.

I have now made it better. We now have a drop-down box that's on both the regular editor (for posting, PMs etc) and on the quick edit box (at the end of threads). Just click on it and select the character you want to insert.
