Hiring vs contracting

No entiendo el significado de esta frase, "Investigations into his administration’s hiring, contracting and fund-raising stretch back to 2003.", tanto 'hiring' como 'contracting' significan lo mismo: 'contratación'. Yo he probado con: Las investigaciones sobre la adjudicación de empleos, contrataciones y recaudación de fondos en su administración se remontan al 2003., pero no sé si estoy en lo cierto. ¿Cómo la traduciríais vosotros? Es una traducción profesional, de modo que ésta tiene que ser precisa. El texto trata sobre la corrupción política.

Hiring = tomar como empleado, no es necesario que haya contrato de por medio.

Contracting = Contratar, tiene que haber un contrato con estipulaciones y firmado.


Así es como lo entiendo.
