It seems she's making a general statement claiming where 'the value of respect' comes from or where it can generally be found ('runs in the family'). This statement is based on her perception, and I can only guess at the perception she has.

Maybe, as Rusty said, is something that might apply to her family only, but many people are convinced that virtues and principles by which people live all start as positive and strong family values.
