En una tómbola

Examples:
Dónde te han dado el carnet de conducir en una tombola?
Cuando alguien conduce mal le decimos eso.
También se usa en otros casos con títulos , diplomas etcc..
Cual sería el equivalente en English?

The equivalent expression in Mexico is inspired by some sales ruses in which a company asks you to gather (for example) a number of bottle caps and some money (sometimes) to exchange them for a promotional item.
People then say something like: "A ti te dieron la licencia con 10 taparroscas de pepsi y 20 pesos, ¿verdad?".
Although "parece que te sacaste la licencia en una rifa" would be perfectly understood.

Me parece probable que en EEUU se entienda "Did you get your license from a box of Cracker Jacks?"
