In a school transcript from el Estado de México these 3 letters appear just before the Principal's name, as though it were some sort of title or degree earned. My research has turned up nothing. I hope someone can tell me how to translate it. Thanks!

CBT can be "Centro de Bachillerato Tecnológico", but from what you say, this might not be the meaning of the abbreviation. Can you quote exactly how it is written so I can ask around, please?

Yes, it's right there on the first page of the transcript directly underneath

just where English might place a title, military rank etc. immediately before the person's name

Angélica and Rusty, what an idiot I am! Just now thought to Google the person's name and it turns out to be the name of the school itself, so I'll feel confident to go with the suggestion in your post #2 here. Sorry to have led you on a wild goose chase, through my own carelessness!
