Right... that's usually expressing a good wish, but when said in a sarcastic tone, it means that the other person can't be that lucky.

The word good luck is casually the worldwide word that wish you the best in the moment.

I'm lucking, because today I received a pay of my outsourcing services.
I'm have good luck, I found my lost dog.

Everyone use this word or phrase in the world.

Although there're people who don't have a good luck for example, person who do the things bad.

She lose the cars key.

I have loosen the cellphone in the super market.
