Al tiempo que
Me he topado con esta locución adverbial -- "al tiempo que" -- y creo que funciona como "a medida que" o "mientras". ¿Es así? Si lo es, ¿es de uso común actual o en el pasado?

Correcto.
Es de uso común en lengua escrita. Es una variación de "al mismo tiempo que"; señala una acción que sucede en paralelo con otra.
