I think I've also heard está por más decir and sobra decir.

If you said "es necesario que..." you should use subjunctive:

Es necesario que digas algo.
Es necesario que pienses algo.

But you can say:

Es necesario decir algo.
Es necesario pensar algo (o en algo)
