Why is/creature, not are/creatures?

The subject of the sentence is the 'girl'. The 'and' you highlighted is introducing a second prepositional object. Take out the prepositional clauses (starting with 'with' and ending with 'turban') and you'll see that 'girl' is followed by 'is'.
