In a Birth Certificate from Hidalgo, Mexico there appears on one line running across the page:

Año (year)
Acta (certificate #)
Consec. (???????????)
Tomo (volume #)
Libro (book #)
Foja (page #)
Fecha Registro (date filed/recorded)

As far as I know, "Consecutivo" - The number of registries you have until this one. Might correspond to the total number of registrations or to the number in that particular book.
