I often hear people say something that sounds like "haber"
It could be Habla
In English you may say "Well! (what have you got to say about that?)

What are they saying?

I agree with previous answers.
I would like to add a note that you will often find it wrongly on internet as "haber".
Many native Spanish speakers confuse both terms, like many English speakers do with "you're" and "your". ;(
