No lo creo... A primera vista, parece que la mamá evita que su hijo salga de la cárcel.

"Mantener" puede ser darle dinero a alguien para cubrir sus gastos... en el contexto de alguien que está en la cárcel suena difícil que alguien lo "mantenga" en ese sentido.

En ese caso significa que todavía está en el cargo, que no lo ha destituido. I don't know in English, "keep" maybe?

Es verdad que mantener significa to keep, to maintain, pero en el artículo
me parece que mantener a significa mantener su lealidad. ¿Estoy en lo
correcto?

Hay una expresión que es algo como mantener a la raya.

Hay que mantener los chicos a la raya.

We've got to keep these children under control/ discipline these children.

¿¿Es correcto??

Sí (sí a la postdata), él ha presentado la dimisión, pero no ha sido aceptada, por lo que sigue en el cargo.

Mantener a raya: mantén a raya a los chicos (mantenlos a raya).
