De medio pelo: A looser, or something not important or very good.
Un ladrón de medio pelo. -> A negligible thief.
Un asunto de medio pelo. -> An unimportant issue.

This means mediocre. Something very similar is de poca monta.

We used this word to say or buy something already used, bony or object or device.

For example Tendra una computadora de medio pelo

It's same to say Tendra una computadora de medio uso o segunda mano.
