Red

…will include the distribution of bags within the ‘network’ which are designed to encourage the collection of rubbish and waste among swimmers / bathers…

(Network = network of beaches in Menorca???)

Bags made of knotted threads, I think they might be called "fishnet bags".

It's natural. It's not the most common meaning of red/net lately.

By the way, if it had been about a network of groups, it might have been "bolsas de la red".

Another possible translation is "mesh bags".

Which one is better depends on the nature of the material from which the bags are made.

Thank you! I didn't know "mesh bag".
On a side note, I hope that these "bolsas de red" will be made of biodegradable materials and won't be the fine plastic mesh in which animals get caught; otherwise there will be much more danger in the beaches for them. ;(

When I hear "fishnet bags" I think of a cloth made from knotting thread or string in a regular rectangular pattern. It can form itself around whatever it contains. Besides "fishnet" there are other types of cloths that can be called "meshes".

However, the word "mesh" can refer to any flat material that is formed into strips going in at least 2 directions and that has visible holes between the strips. The material may be woven (metal window screens, some types of food strainers) or molded (like plastic mesh bags), and the material may or may not be flexible in some way. For example, in fishnet cloth the individual strings/threads bend and twist, so you could pull on opposite corners to stretch it one way, but when you let go it falls limp and does not retain the stretched shape. By comparison, if you try to pull a window screen tight along a diagonal, then let go, the material retains the stretched shape.

I see, thanks for the clarification.
My comment came from the majority of images that Google displayed when I looked for "mesh bags".
