Lo siento pero necisito usar el ingles (adonde ser el acento en la palabra ingles?).
Does spanish use commas in clauses? IE: If blah blah, then blah blah.

Yes, a comma is used to separate clauses. Many folks do not use proper punctuation. Indeed, many will use a comma where a period should have been used.
There are countries where numbers are written using a comma for the decimal point and a period for the grouping of numbers into thousands. Quote:
