In Spain it is said that this day is imported from the USA. (I better won't say what it is said here, in Catalonia ). In fact, I don't know.

Debatable. I suppose the BBC journalist might have meant specifically in a love letter. Either that or he/she had never heard of Chaucer. My guess is the latter.

The article does talk of "the first Valentine in the English language" rather than "the first reference to Valentine in a romantic context in the English language".
