It looks like with the whole heel on the gas pedal. Because taco means different things in different countries, my guess it that it is a Colombian term not use in many other places.

I'm most familiar with Mexican Spanish, and I've never heard the term "a todo taco." I know that in Central America, at least, "tacos" can mean soccer cleats (shoes). That might be what the "taco" in this expression is referring to.

In Colombian slang it means 'really fast' (rápido). It can also mean 'really loud' (pone la música a todo taco), applying the fuerte meaning.
This phrase is only used in Colombia.
Another site suggests that it means 'to go all out' (still referring to Colombian slang). There's a restaurant called A Todo Taco in Bogotá, Colombia, where Mexican food is served. Reviews can't say enough about the place, so it seems they go all out to please the palate.
