La frase en cuestión es del libro Cuenta contigo de Patricia Ramírez Loeffler.

Los victimistas

Aquí entran todos: amigos, familia, compañeros de trabajo, hijos, pareja, la tendera, el que vende la lotería..., todos pueden ser victimistas. La parte positiva de esta especie es que no suelen tener maldad, ¡menos mal! Pero te transforman. Tú llegas con ganas de verles, hablar y compartir, y terminas el encuentro con ganas de tirarte por una ventana. Solo hablan de lo mal que va todo, de los problemas que tienen, de sus dolores crónicos, de las desgracias y enfermedades de otros.

Muchos de ellos terminan somatizando tanta negatividad y sufren problemas de tristeza y ansiedad, de los que por supuesto también hablan todo el día. Es normal, si continuamente están pendientes de lo que no funciona, sus cerebros terminan por tomar decisiones, sus neurotransmisores se resienten y el sistema nervioso se altera.

But I fail to understand what "si continuamente están pendientes de lo que no funciona, sus cerebros terminan por tomar decisiones" means.

If they think about something that doesn't work, their brain, as a result, will begin to make decisions. That makes very little sense to me - if your brain makes decisions, is that a bad thing?

It's hard to say why she wrote it that way, but if a body starts to change based on how the bad is perceived and talked about all the day long, if the brain ends up making decisions based on anxiety-ridden input, that could ruin things for a person, body-wise.
So, it is bad for the brain, changed because of bad input it has been receiving, to hurt the body.

Some people believe that when you have negative thoughts, your brain makes your body feel sick. I don't think that's how being ill works, but some even believe that cancer and other kinds of diseases attack your body because you have negative feelings, attitudes or thoughts. ;(
