Comerse a alguien a besos means to kiss somebody repeteadly, to smother somebody with kisses. It is used romantically and also very often to talk to children.
So the translation would be something like:
I could eat you/kiss you non-stop. I love you, my darling.


Sorry, I'm not that great at translating. I'm sure someone can think of a better way of saying it.
