En contexto es claro que significa to thumb their noses en España por lo
menos. Quisiera saber si se usa este dicho en otros paises.

Nunca lo había oído, pero según Google, "tocarse las narices" es holgazanear, estar sin hacer nada.

Poli, at least in Spain "tocar las narices" means to "bother or pester", not the same as
thumb (one's) nose, ie., to express scorn or ridicule by or as if by placing the thumb on the nose and wiggling the fingers.
The slang dictionary by Julia Sanmartín Sáez, gives tocar las narices a alguien loc. Fastidiar. * Me estás tocando las narices con tus impertinencias.
