Actuar con mano dura, significa no hacer muchas concesiones, ser duro con alguien, no dejar pasar una. No ser blando.

Is that the meaning you said ?

Otro ejemplo,:
Hay que tener mano dura a la hora de corregir exámenes.

You have to be tough when correcting exams
You need a firm hand when...
There's a very nice expression for mano dura in English: tough love (can be use in educational contexts: the way you bring up your kids...)
