The sentence you posted should be read as two phrases: RISK ASSESSMENT OF VIBRIO SPP. IN SEAFOOD DRAFTING GROUP You posted the TOC entry. If you go to the page listed (page ix in the manual I found), you'll find the team (the drafting group) that wrote the draft.
