Depends on the contest: it can be to throw a tantrum or in the case of a grown-up to be extremely upset (in this second case it would be less negative).

to throw a temper tantrum In Mexico, it's "hacer (un) berrinche". to carry/hold a grudge against someone can also be "estar sentido con alguien"
