I have read in a Spanish publication that the verb percibir was used to mean to earn. Is this use common in other Spanish speaking countries?

Yes, that's actually the first meaning in the RAE Dictionary.

-El sueldo que perciben los trabajadores es muy bajo.
The salary the workers earn is really low.

-El estado percibe dinero de los impuestos municipales y federales.
The state gets money from the local and federal taxes.

-Una parte de la renta que percibimos se dona a instituciones de caridad.
A part of our revenue is donated to charity institutions.
