En otro foro nos dan varias opciones, unas que me parecen bastante decentes son estas:
"The wheels of bureaucracy turn slowly"
"The mills of God grind slowly"
"It all takes time"
"The wheels of Justice grind ever so slowly"
"Rome was not built in a day".

Things need to go through a lot of bureaucratic red tape before anything can get done.
