Hello, I heard this sentence in Toy Story 2 and I really don't understand it. I want to know the meaning. It is funny

It's a variation of the common idiom: If the shoe fits, wear it.
The saying is so common that sometimes all you need to say is: if the fits...

Some English idioms are so well known, that the phrase might omit the last words and people know the meaning anyway.

Sometimes idioms are understood in context, and even native speakers don't know the entire phrase. For example "grasping at straws" (which means to make wild guesses without any real hope of success) comes from the longer expression "A drowning man would even grasp at straws". I was over 40 years old before I heard the whole thing.
