I hadn't heard this espression before, but after a bit of research, I found that, first of all, I think there are two versions of this-- hacer sus pinitos, and hacer sus pininos, and they appear to be equivalent. The meaning appears to be referring to the first steps a baby takes, and is also used figuratively, for when you first start a new job or profession. If all the above is true, then it might be translated as:

hacer sus pinitos
hacer sus pininos
to take your first steps
to start making headway
to be at the very beginning

You´re on the ball my friend.

He is taking his first steps in German.

He is learning his first words in German
He is just beginning to learn German
