sabbatical

a teacher/professor usually applies for a sabbatical to do research or
continue studies for an advanced degree in his field.

yes, but in this case he applies for a comision de servicios not to do some research but to work doing something different, in the same department of Education, not necessarily teaching, let´s say that it´s like changing places, because you can get one to go teaching to a school closer to your house. Thanks.

In fact I would use a "giro" to translate it, I´d say something like, She applied for a position in a school near her house, or whereever.

I don't think there is any set phrase that is used to say this in English. Your best bet will be to simply explain it. For example, maybe something like this would work:

She took a leave of absence from her teaching position to work in the school's office for a year.
