When to use the verb "Ser" and when to use "Estar"

In principle yes. Passive voice is always built with "ser".
However, keep in mind that Spanish uses much less often passive voice than English does. So the recommendation is to turn English passive voice into active voice sentences in Spanish most of the time.

No, I am recommending to avoid passive voice and make an active sentence instead. That would require to use another conjugated verb, with a precise subject.

Why recommend to avoid the passive voice?, it is part of the Castilian language and needs to be learned.

Normalmente cuando hablamos de "evitarla" nos referimos a no usarla siempre; pues acostumbran al principio a abusar de ella junto con otros fenómenos: Fui dicho que cepillé mis dientes.

En inglés existe un modelo de pasiva (la perifrástica), mientras que en español se presentan tres variantes: perifrástica con "ser", refleja con "se" y una activa inversa (también podría darse en inglés; pero diría que no resulta tan común). Hay reglas para preferir unas sobre otras, aparte de que en medios orales (registro medio) predomina la pasiva refleja.

Entiendo. Pero el problema que un estudiante en este caso de castellano, lo más seguro interpretará que es un error aprender este modo.
