I still have the form, but still no light.

I still have the form, though no light yet.

Es una persona que reclama al Estado que le pongan la luz. Le dieron un formulario con el cual debe pedir que le pongan el servicio. Pero no lo logra, nunca le ponen la luz. Frustrada, ella dice: "todavía tengo el papel, pero aún no tengo luz."

Do want this in English that communicates the problem? If so, this is the way:
I completed the application (or form), and I still have no electricity.
This is assuming that she had to fill out a form for service. The situation is not clear. It may be that the electric company sent her a note stating that she would have electricity. In which case you would say: I have you note, but I still have no electricity (or colloquially juice).

"I have you note" Nunca había escuchada esa expresión.
