A couple of questions about wealth/wealthy

In the following sentence:

Responsibility for local administration fell to the wealthy, as they were expected to contribute personal wealth.

Fell to the wealthy: ¿Recayó sobre los ricos?
Contribute personal wealth: whithout 'with' (with personal wealth)?

wealth without with. Contribute can have a direct object, so no preposition is needed -

We are having a picnic, and I am contributing the sandwiches.
