Why is this sentence in Past Subjuntive?

Hi, folks.

I appreciate all of the help found here.

My question is:

Why is this subordinate clause in the past subjunctive?

My native speaking teacher wrote this.

La policia advirtió a la gente que tuvieran cuidado.
