So because it was likely that the Mum 'used to say' this, although the translation says 'said', would it fit better to use 'decía' over 'dijo'? And what about 'solía decir', or would that really change the meaning to a definite 'used to'?

The use of '
decía' is correct - repeated or habitual action in the past. '
Solía decir' slightly changes the meaning to 'something done out of habit, but maybe not all the time'. In other words, 'used to say it (because it was a habit)', but didn't necessarily always remind me.
