En general, ser vs estar en oraciones pasivas es cuestión de proceso vs resultado. Lo que interesa a la persona que ha escrito la frase citada es que las ruedas de poder le van aplastando - es decir, le interesa el proceso. Si ya estuviera aplastado y las ruedas se hubieran ido en busca de otra a quien aplastar, entonces lo diría con estar.
