Should Not Be Allowed To

Recently, during a conversation, I wanted to voice the opinion:

“Those people should not be allowed to use the system.”

I ended up not voicing my opinion because I couldn’t formulate the thought in Spanish. Now that I have had time to think about it, I still am unsure how to translate it.

Are any of these viable translations?

Esas personas no deben ser permitidas usar el sistema
A esas personas no deben permitireles usar el sistema
No deben permitirse a esas personas que usen el sistema
A esas personas no se les debería permitir usar el sistema (Google Translation)

Some comments and explanations below:

Esas personas no deben ser permitidas usar el sistema (Never! If you want to use the passive voice, you may say "A esas personas no debe serles permitido usar el sistema". "Permitir" is not something you do to people, but you allow something to happen. "Permitir(le) algo a alguien" is the right construction.)

A esas personas no deben permitirles usar el sistema

No deben permitirse a esas personas que usen el sistema (This is an impersonal sentence, so "deber" must be used in the third person singular, since we don't know who should allow the use of the system: "No debe permitirse a esas personas que usen el sistema" / "No debe permitirse a esas personas usar el sistema".
Also: "No debe permitirse que esas personas usen el sistema".)

A esas personas no se les debería permitir usar el sistema (Side note: Although both may be used in the same context, I'd prefer "debería" if those people have already used the system, and "debe" if they haven't used it yet.
By the way, this would be my first choice for a translation.)
