I have read that this word may be used to mean carencia.

El arroz está apurado/ Hay una carencia de arroz.

Is this a common usage?

Hi, POLI:
Gramaticálmente no te puedo ser de ayuda para explicarte que "el arroz está apurado" me suena rarísimo.
Yo diría 'tal país está apurado de arroz' = carece de arroz.
Estoy apurado de plata (dinero) = I lack money.

Precisamente.
También: 'estamos necesitados de agua'

PD. si has usado el pronombre al plural, la conjugación se declina al plural:
"en una sequía estamos apurados de agua."
