No Lo Es

Tiene un contexto diferente, entiendo lo que dice , pero no es la misma cosa , ese refran puede significar sentidos diferentes en ingles, no es trabajar como un trabajo pero como uno se hace algo, como la actividad dirigida hacia haciendo algo.

I'm with Rusty:
... descifrar lo que es la teoría de la traducción y cómo se aplica/funciona.
( I'm not sure if you wanted help with the first part of the sentence too, or if you just included it as context).
Rusty, if I'm not mistaken, you would need an accent on the o in cómo because it is a question (an indirect question).

I agree with Rusty, María and Sosia. In the Americas (probably due to the influence of English) you can also use trabajar in this context in some cases

... y cómo trabaja

But funcionar and aplicarse are the best options.
