The stress mark is mandatory here, as it is an adverbio de interrogación.

The rest of the cases go without stress mark, like:

pronombre relativo: sea cual sea, sea cual fuera, fueran cuales fuesen (whatever/whichever it is/they are)

when it means "y como": se muestra tal cual es (it is shown the way it is)

when it means "who": el cual, la cual, los cuales, las cuales: tienen tres hijos, dos de los cuales son aún menores de edad (they have three children, two of whom are still underage)

In expressions like "dicho lo cual" (having said that), "según el/la cual": "de acuerdo al principio según el cual 'lex posterior derogat priori' ", "in accordance to the following principle: the younger law overrides the older law".
