I this a common term? Does it mean "not the greatest"?

A man who is always cheery, merry and making jokes, he is the "alegria de la huerta" (lit: the joy of a farmer's garden", meaning "the most funny of the place"). Other say "la alegría de la fiesta" (the joy of the party). It's a good/respect term, when refering on bad terms you use fool or clown.
So "No es la alegría de la huerta" means he is not a jolly person, or at least not as merry as expected. It's a common term for me. Saludos
