In Spain, it's "Feliz Halloween", because it's not a tradition (imported from USA)
"Feliz dia de los muertos" it's Mexican for the 2nd November, I think

The proper here (Spain) would be "Feliz día de todos los santos" for the 1st November and "Feliz día de todos los difuntos" for the 2nd November
