Question It cuts both ways

What is the best way to say ' It cuts both ways' in Spanish?

This expression can mean one of the following:

- to affect both sides of an issue equally
- to have two different effects at the same time, usually one good and one bad
- to have both advantages and disadvantages; to work both ways
